Such action can be taken in response to the “instrumentalisation of migration”, as has been happening on the border with Belarus.
Since reintroducing border controls with Poland in 2023, Germany has been turning back thousands of migrants who illegally cross the border.
The UN refugee agency has criticised the measure as a violation of international law.
They note that foreigners made up 5% of suspected criminals detained in Poland last year.
Ursula von der Leyen praised Poland’s “extraordinary solidarity” with Ukraine and noted it is facing “weaponised migration” from Belarus.
Any such measure, if introduced long term, would effectively end the Schengen Area that currently offers travel across most of Europe without border checks.
“There may be no cause for concern, but Poland will be well prepared for any situation,” said Tusk.
The measures include allowing the government to temporarily suspend the right to claim asylum.
