The cabinet is meeting in Katowice, where Donald Tusk and Ursula von der Leyen are separately due to speak at the European Economic Congress.
“I have asked the president not to discuss such delicate and secret matters in public, because it does not help Poland.”
Most of the systems will be built in Poland itself.
“Grievances against those leaving the country to avoid being drafted are justified,” says Poland’s defence minister.
The Kremlin says it is “analysing the situation” and will “take all necessary steps to ensure our security”.
Military personnel from the US and Portugal are also taking part.
The opposition says the way in which the case was handled “brings international shame on Poland”.
The government notes that applications were submitted when the opposition PiS party was in power.
“You are much closer to the front line than we are, and this system can be of much greater help to you than to us at the moment.”
Talks focused on security, and in particular on the need to provide continued support to Ukraine.
